完成初步設計日期：與可行性研究報告編制交叉進行，在發(fā)包人正式書面通知書發(fā)出90個日歷天內。

Udon South項目已經獲得土地使用權和采礦牌照，具備工程設計的基本條件。由于德國EGB編制的可行性研究報告距今已有13年時間，井采鉀鹽礦開發(fā)的技術、設備、材料、工藝、物價都發(fā)生了較大變化，因此在Udon South項目2012年EGB可行性研究報告基礎上，開展可行性研究更新是必要的。同時，按照中國及國投集團對大型礦山項目基本建設程序管理規(guī)定，需開展項目初步設計工作。根據(jù)前期溝通，APPC決定將Udon South項目可行性研究更新與初步設計工作分為“加工廠及基礎設施工程可行性研究更新與初步設計”和“礦山工程可行性研究更新與初步設計”兩個項目進行招標。
The Udon South project has obtained the land use right and mining license, and has the basic conditions for engineering design. It has been 13 years since the feasibility study report was prepared by German EGB, and the technology, equipment, materials, process and price of potash mine development have changed greatly, so it is necessary to update the feasibility study on the basis of the 2012 EGB feasibility study report of Udon South Project. At the same time, according to the regulations of China and SDIC Group on the management of capital construction procedures for large-scale mining projects, the preliminary design of the project needs to be carried out. According to the preliminary communication, APPC decided to divide the update of feasibility study and preliminary design of Udon South Project into two projects for tendering, namely "update of feasibility study and preliminary design of processing plant and infrastructure engineering" and "update of feasibility study and preliminary design of mining engineering".
在Udon South鉀鹽項目銀行融資可行性研究的基礎上，根據(jù)發(fā)包人的要求，對礦山工程進行可行性研究更新、初步設計以及中國和泰國政府主管部門要求的其他設計支持工作，并配合地面加工廠及基礎設施工程設計單位（牽頭單位）完成項目的整體設計工作，滿足項目的建設要求。在滿足采礦特許權證規(guī)定的相關條件情況下，礦山建設規(guī)模要保證在生產期內能滿足地面加工廠210萬噸/年氯化鉀產能的需求。項目規(guī)劃氯化鉀產能210萬噸/年，K2O≥60%。

礦山工程設計單位與加工廠及基礎設施工程設計單位的責權、義務屆時由發(fā)包方和兩家設計單位簽訂補充協(xié)議確定。

(1) Bidders within the territory of the People's Republic of China must have Grade A comprehensive qualification of engineering design or Grade A qualification of engineering design in chemical, petrochemical and pharmaceutical industries or Grade A qualification of engineering design in coal industry or Grade A qualification of engineering design in coal industry mine professional class;
（2）中華人民共和國境外的投標人根據(jù)所在國家或地區(qū)的法律法規(guī)，必須持有設計執(zhí)業(yè)許可或經營許可。
(2)Bidders outside the People's Republic of China must hold a design practice license or business license in accordance with the laws and regulations of their country or region 。
供應商業(yè)績要求：
投標人業(yè)績要求：投標人自2015年1月1日至投標截止日（以合同簽訂時間為準）應具有至少1個地下鉀鹽礦山（原礦規(guī)模200萬噸/年及以上）設計或地下礦山開采工程（原礦規(guī)模600萬噸/年及以上）設計的業(yè)績（業(yè)績需提供合同封面頁、服務范圍頁、簽字蓋章頁，若合同中無法體現(xiàn)設計內容，投標人在業(yè)績列表中的描述可認定為有效業(yè)績，若業(yè)績僅為可行性研究項目，不能認定為有效業(yè)績）。

香港、澳門特別行政區(qū)和臺灣地區(qū)的規(guī)劃設計機構的資格要求參照境外設計機構資格要求的規(guī)定。
The qualification requirements for planning and design institutions in the Hong Kong and Macao Special Administrative Regions and Taiwan Region shall refer to the provisions on the qualification requirements for overseas design institutions.
